Death Record Certification Modernization (Public Act 3 of 2026)

Signed into law as Public Act 3 of 2026, HB 4077 moves medical certification of death records onto MDHHS's secure web-based Electronic Death Registration System (EDRS) and phases out routine paper certification, with the electronic requirement effective on or before March 16, 2027. For funeral homes it means faster, more accurate death certificates and an end to routine paper certification. Sponsored by Rep. Julie Rogers (D-Kalamazoo); the House passed it 106-2 and the Senate 36-0.

Medical Examiner Death Investigation Modernization (Public Act 4 of 2026)

Signed into law as Public Act 4 of 2026 — the companion to HB 4077 — HB 4078 lets qualified physicians beyond the county medical examiner certify the cause and manner of death, easing a common bottleneck in releasing remains. Sponsored by Rep. Mike Mueller (R-Linden); enacted with immediate effect. It amends the Medical Examiners Act (1953 PA 181).

Pet Cemetery Regulation Act

Senate Bill 157 would create Michigan's first regulatory framework for pet cemeteries — recordkeeping for burial and preneed agreements, a special perpetual-care fund, preneed-sales protections, and consumer disclosures, with penalties for violations. It regulates pet cemeteries, not human funeral or cremation operations, but shares the perpetual-care and preneed concepts operators already know. It passed the Senate on a close 19-18 vote and now awaits action in the House Committee on Regulatory Reform.
