Modernizes medical certification of death records by moving certification onto MDHHS's secure web-based Electronic Death Registration System (EDRS) and phasing out routine paper certification, with the electronic requirement effective on or before March 16, 2027. Amends the Public Health Code (1978 PA 368).

Modernizes Michigan's death-investigation process by allowing qualified physicians beyond the county medical examiner to certify the cause and manner of death, reducing bottlenecks. Companion to HB 4077. Amends the Medical Examiners Act (1953 PA 181).

Faster, cleaner certificates are a win — but smaller homes should start mapping their workflow to the electronic process now, not in Q4 2026.
